RECOMMENDATION:
Recommendation
1. Award bid and authorize a purchase order for a one-year with Chapala Mexican Grill in the amount of $179,400.00 for food services for The Path Homelessness Shelter.
2. Approve and Authorize the City Manager, or City Manager’s designee, to execute any future amendments and necessary documents for the Food services agreement.

COUNCIL GOALS:

• Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by address Homelessness through proactive programs, including the efforts of the COAST and MET teams.
DISCUSSION:
The City of Fontana has determined Homelessness and Homeless prevention as a top priority and has previously instructed staff to take all feasible actions in support of the City’s homelessness prevention plan. The City of Fontana owns The Path; formerly known as the Homelessness Prevention Resources and Care Center (HPRCC), an Interim Housing Facility with 120 beds dedicated to serving individuals and families experiencing or at risk of homelessness. Currently, residents of the Path are provided with a continental breakfast due to the lack of available kitchen facilities.
The Purchasing Office solicited a Request for Proposals for DS-25-101-SP Food Services at The Path. The formal bidding process has been completed in conformance with the City’s purchasing policies. The Evaluation Committee evaluated five (5) proposals based on qualifications, technical approach and fee structure and is recommending Chapala Mexican Grill for award. Chapala Mexican Grill was determined to be the most qualified, responsible, and responsive bidder. The proposals cost per meal for residents range from $4.95 to $19.50. Chapala Mexican Grill cost breakdown is as follows:
• A flat rate per resident of $13.80 for one meal per day
The monthly cost for up to 50 residents will be $14,950.00 and will vary depending on the occupancy of the Path.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $179,400.00 included in The Path Operating Expenses 10130105 FY 2025-2026 and supplemented by grants when possible.
