RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a construction contract with Matich Corporation for the construction of the 2024/25 Citywide Pavement Rehabilitation Project, in the amount of $4,476,528.27 and authorize a 10% contingency in the amount of $447,652.83 (DE-25-102-SB).
2. Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the 2024/25 Citywide Pavement Rehabilitation Project.

COUNCIL GOALS:
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:
The City of Fontana’s 7 Year Pavement Management Plan includes the streets associated with the 2024/25 Citywide Pavement Rehabilitation Project. The proposed improvements include the rehabilitation of existing asphalt pavement and the reconstruction of ADA compliant curb ramps. The project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.
On March 13, 2025, bids for this project were opened. A total of six (6) bids were received, ranging from $4,476,528.27 to $6,878,123.94. The engineer’s estimate was $6,677,357.00. After reviewing the proposed bid documents and performing reference checks, Engineering staff has determined Matich Corporation to be the lowest and responsible bidder in the amount of $4,476,528.27.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $4,476,528.27 with a $447,652.83 contingency, for a total of $4,924,181.10 and is included in the 2024/25 budget in the Pavement Rehabilitation Projects #37600018, #37600077, #37600027, and #37600028.
