RECOMMENDATION:
Recommendation
1. Adopt Resolution No. 2025-049, approving Amendment No. 2 to the Professional Services Agreement with Water of Life Community Church (“CityLink”), which provides for an extension of the agreement for an additional year, expands the scope of homelessness services, and increases the total consideration to Six Hundred Thousand Dollars ($600,000.00).
2. Authorize the City Manager to execute all future amendments to the agreement with CityLink for Homeless Services.

DISCUSSION:
The City of Fontana originally entered into a Professional Services Agreement (SP-86-HD-23) (“Agreement”) with Water of Life Community Church (CityLink) on June 27, 2023 to provide essential homelessness services to the residents of the City. Subsequently, on June 11, 2024, The City and CityLink entered into Amendment No. 1 to extend the initial term and adjust the contract amount.
CityLink currently provides critical homelessness services through various City-owned properties used for emergency, interim, and permanent housing, including the Bridge of Hope Emergency Shelter and Olive and Bennett (collectively, the "City Properties").
To ensure the continued provision and enhancement of these vital services, and to address the ongoing and evolving needs of the homeless population within the City of Fontana, staff is recommending the approval of Amendment No. 2 to the Agreement with CityLink.
This Amendment No. 2 specifically includes:
Agreement Extension: The term of the agreement will be extended for an additional year, providing continuity of services through June 30, 2026.
Expanded Scope of Services: The scope of services provided by CityLink will be expanded to allow for increased capacity and more comprehensive homelessness services. This expansion will enable CityLink to serve a greater number of individuals and address a broader range of challenges associated with homelessness in Fontana. The enhanced services will include: expanded case management and housing navigation support across all City Properties, increased staffing to support 24/7 operations at the Bridge of Hope Emergency Shelter, dedicated outreach and engagement services for individuals living in encampments or vehicles, coordination of wraparound services including mental health and substance use referrals, and assistance with obtaining critical documents and benefits. Additionally, CityLink will support program participants with move-in assistance and stabilization support as they transition from interim to permanent housing. These expanded services are designed to create a more seamless and effective system of care that moves individuals from crisis to housing stability.
Increased Consideration: In conjunction with the extended term and the expanded scope of services, the total consideration for the agreement will be increased to a sum not to exceed Six Hundred Thousand Dollars ($600,000.00).
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $600,000.00 and it is included with the FY25/26 Operating Budget in 10130000-8115.
