RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to enter into a construction contract with Kalban, Inc. for the construction of the Transportation Development Act (TDA) Catawba Avenue Safe Routes to School Project, in the amount of $783,471.00 and authorize a 10% contingency in the amount of $78,347.10 (Bid No. DE-26-73-SB).
2. Approve and authorize the City Manager to enter into any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Transportation Development Act (TDA) Catawba Avenue Safe Routes to School Project (Bid No. DE-26-73-SB).

DISCUSSION:
The Catawba Avenue Safe Routes to School Project consists of constructing sidewalk, access return ramps, curb and gutter, asphalt concrete pavement, driveway approaches, and restoring all areas and improvements to pre-construction conditions.
On October 4, 2023, the San Bernardino County Transportation Authority (SBCTA) approved funding in the amount of $396,348.00 from the Transportation Development Act (TDA), Article 3 Bicycle and Pedestrian Facilities Program for the Catawba Avenue Safe Routes to School Project. On December 12, 2023, the City Council approved the adoption of Resolution No. 2023-115, authorizing the submittal and request for reimbursement(s) for TDA Article 3 funds for the Catawba Avenue Safe Routes to School Project in the amount of $396,348.00, and that the Public Works Director/City Engineer is authorized to certify project completion.
On April 2, 2026, bids for this contract were opened. A total of seventeen (17) bids were received ranging from $783,471.00 to $1,192,277.00. Kalban, Inc. is the lowest bidder in the amount of $783,471.00. The Engineer’s Estimate was $890,000.00. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined Kalban, Inc. to be the lowest responsive and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $861,818.10, for the full term of the construction contract and $621,818 is included in FY 2025-26 Current Budget in Project 37600068-303-D-8329 and Project 37600068-246-D-8329. Additional budget is being requested in the FY 2025-26 third quarter budget report to increase budget for the construction phase in the amount of $240,000.00 to Project 37600068-246-D-8329.
