RECOMMENDATION:
Recommendation
Award and authorize the City Manager to execute a Professional Services Agreement with Steiner Studio for Design Services for the 8470 Nuevo Avenue Renovation Project in the amount of $218,300.00 (Request for Proposals DE-25-179-SP).
Approve and authorize the City Manager to execute future individual Professional Services Agreement Amendments with Steiner Studio, not exceeding $20,000 for the 8470 Nuevo Avenue Renovation Project (DE-25-179-SP).
Authorize the City Manager to execute any and all utility agreements for the 8470 Nuevo Avenue Renovation Project

DISCUSSION:
The 8470 Nuevo Avenue Renovation Project will include the renovation of the existing building, formerly operating as a worship hall, into a full-service Restaurant/Bakery space. Proposed improvements to the building include new infrastructure for the electrical, plumbing, and HVAC systems. The purpose of this Project is to renovate the existing building for a future Restaurant/Bakery tenant to utilize the space with their own appliances and final furnishings.
On June 6, 2025, the City issued a Request for Proposals (RFP) for Design Services from civil engineering and architectural firms. On July 10, 2025, proposals were received from twenty (20) firms interested in providing design services for the project. The proposals were evaluated based on firm and staff qualifications, project approach/scope of work, and proposed schedule, in accordance with City policies and procedures. The proposals ranged from $89,995.00 to $480,000.00.
Based on the evaluations, staff recommends approval of the Professional Services Agreement with Steiner Studio due to their experience, available project staffing, schedule, and detailed approach to the design of the project.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $218,300.00 for the full term of the Professional Services Agreement. The project is included in the Fiscal Year 2025-2026 Budget in project string 37600081-601-A-8329, Fund 601 - Capital Reinvestment.
