1. Authorize the Purchasing Division to “Piggy-Back” from the Omnia Partners contract (#R250206) for the purchase and implementation of the Verkada Video Management System (VMS) per Purchasing Policies and Procedure Manual 3.1.5 (Cooperative Purchasing Agreement) to replace the City’s existing Hexagon Ocularis system, which has reached end of life and end of support.
2. Approve the purchase from VectorUSA of Rancho Cucamonga, CA in the amount of $735,807.81.

DISCUSSION:
The City currently utilizes Hexagon’s Ocularis Video Management System (VMS) to manage security camera footage across multiple facilities. Ocularis has reached end of life and end of support as of October 2025, meaning the software will no longer receive updates, patches, or manufacturer assistance. Continued reliance on unsupported software introduces operational and cybersecurity risks while limiting compatibility with newer camera technology. Additionally, the system relies on on-premise servers and storage that require ongoing maintenance and periodic replacement, adding to overall support costs.
To address these challenges, staff evaluated modern video management platforms and identified Verkada as the preferred replacement solution. Verkada provides a cloud-managed system that eliminates the need for on-premise video servers and storage, reducing hardware, power, and cooling costs as well as the IT resources required to maintain them. The cloud-based architecture also allows the City to add new cameras without expanding its server or storage footprint-an inherent limitation of the current system. Verkada’s centralized management console simplifies administration, while built-in redundancy and automatic software updates enhance reliability, cybersecurity, and system uptime.
Verkada cameras also include an industry-leading ten-year warranty, significantly exceeding the coverage offered by most camera manufacturers. This extended warranty allows for more accurate long-term cost planning and reduces the need for replacement hardware and support contracts over the life of the system. Combined with the lower infrastructure overhead of a cloud-based platform, this results in substantial lifecycle savings compared to traditional on-premise solutions.
The transition to Verkada will also deliver major functional improvements, including high-resolution video, advanced analytics, motion and object-based search, and secure remote access from both desktop and mobile devices. These capabilities enhance situational awareness, improve investigative efficiency, and strengthen the City’s ability to safeguard its facilities and the public.
Staff recommend replacing approximately half of the City’s existing cameras during the current fiscal year to distribute costs over multiple years. Priority has been given to areas that would most benefit from Verkada’s analytics capabilities and to locations where existing cameras have degraded due to age, resulting in poor image quality. Procurement of the Verkada system will be completed through the Omnia Partners cooperative purchasing contract (#R250206) from their authorized partner. Utilizing this contract ensures competitive pricing, expedites acquisition, and allows the City to implement the new system without delay.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $735,807.81 and is included in the 2025-26 adopted budget in the Hardware Replacement Program project 02621003-102-B-8315. The recurring licensing and subscription costs associated with the Verkada VMS will be funded through the IT Department’s operation budget from account number 10226206 and no additional General Fund support will be required.
