COUNCIL GOALS:

•                     Operate in a business-like manner by becoming more service oriented.

•                     Practice sound fiscal management by living within our means while investing in the future.

•                     Concentrate on intergovernmental relations by establishing partnerships and positive working relationships with other public agencies that provide services to residents and local businesses.

DISCUSSION:

The Inland Empire Utilities Agency (“IEUA”) collects a water connection fee to recover the costs of creating regional supplies that are available to meet the water demands of future development. The water connection fee is a one-time payment made directly to IEUA for any new or upsized connections, which include potable water, recycled water, and landscape meters.

Recently, IEUA requested that the City collects and transfers the water connection fee on behalf of IEUA when the Building and Safety Department issues applicable permits, creating a one-stop counter between IEUA and the City.

To compensate for the City’s staffing time, the City will receive $150 for each building permit processed for the collection of the water connection fee. The compensation rate will increase by five percent (5%) annually, beginning July 1, 2025. This agreement memorializes the obligations of both parties.

FISCAL IMPACT:

The City would receive $150 for each building permit processed for the collection of the WCF’s. The compensation rate shall increase every year beginning July 1, 2025, by five percent (5%).
