Approve and authorize the City Manager to issue a Contract Change Order in the amount of $638,054.80 for a total contract amount of $3,186,745.80 and increase the construction contingency amount by $63,805.48, for a total contingency amount of $318,674.58 (DE-26-97-SB).

DISCUSSION:
The City of Fontana’s 7-Year Pavement Management Plan includes the FY2025-2026 Village of Heritage Liberty Parkway Loop Patching and Pavement Rehabilitation Project. The proposed improvements include the rehabilitation of existing asphalt pavement and the reconstruction of ADA compliant curb ramps. The project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.
On April 28, 2026, the City Council authorized the City Manager to enter into a construction contract with Matich Corporation of San Bernardino for the construction of Village of Heritage Liberty Parkway Loop Patching and Pavement Rehabilitation Project in the amount of $2,548,691.00, and authorize a 10% contingency in the amount of $254,869.10 (DE-26-97-SB).
After receiving a lower than expected bid from Matich Corporation, with very favorable mill and overlay pricing per square foot, staff determined that it was in the best interest of the City to request additional pricing for all of the entrances that required a mill and overlay into the Village of Heritage (South Heritage Circle, Miller Avenue, Mulberry Avenue, Banana Avenue, and W. Liberty Parkway at the entrance of the Heritage Community Center), thus completing all of the pavement rehabilitation in the Village of Heritage community included in the 7-Year Pavement Management Plan. With the close proximity of these locations to the Liberty Parkway loop, the additional paving work can be completed using the same unit prices included in the original contract, along with reasonable additional costs for mobilization and traffic control. This approach provides a cost-efficient opportunity to address existing pavement conditions, complete the planned improvements within the Village of Heritage, and enhance the safety and ride quality for motorists.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $700,000.00. Funds are included in the Fiscal Year 2026-2027 Budget in the Village of Heritage Liberty Loop Patching and Pavement Rehabilitation Project #37600090 in Fund 601.
