RECOMMENDATION:

Recommendation

Award and authorize the City Manager to execute a construction contract with Lancet Contracting Inc for the construction of the 7714 Tamarind Ave Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) in the amount of $273,000 and authorize a 10% contingency in the amount of $27,300 (Bid No. SB-91-HD-23).

COUNCIL GOALS:

                     Provide a diverse range of housing types and levels of affordability while addressing homelessness in the community by promoting diverse range of housing projects and levels of affordability.

 

DISCUSSION:

The property at 7714 Tamarind Ave was acquired by the City’s Housing Department on February 1, 2022.  The property consists of a single-family home that is intended to be a temporary emergency shelter.  The City has completed the interior rehabilitation of the home for phase one of the project and is now moving onto phase two which will consist of constructing an Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) on the property.

 

On February 2nd, 2023, the Invitation to Bidders was sent out to one hundred thirty-seven (137) vendors and it closed on February 23rd, 2023 at 2:00 p.m. There were twenty-four (24) downloads and a total of four (4) valid bids were received ranging from $260,707.02 to $308,850.00.  Lancet Contracting Inc submitted the apparent lowest responsive bid in the amount of $273,000.00. The lowest bid was disqualified since it did not meet all bid requirements.  The Inspector/Engineer estimated the total rehabilitation cost for this rehabilitation to be $370,000.00.

After reviewing the proposed bid documents and performing the license and certification checks, Housing and Purchasing staff have determined Lancet Contracting Inc to be the lowest responsible and responsive bidder.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $273,000 (contract plus 10% contingency) and is included in the 2022-23 FHC-1 Tamarind Project # 30200019-301 and  ESG-CV2 Project # 30200015-362.
