RECOMMENDATION:

Recommendation

1.                     Award and authorize the City Manager to enter into a Professional Services Agreement with AC Martin for the Children’s STEAM Center at Lewis Library Project in the amount of $864,451.00 (Request for Proposals DE-26-101-SP).

 

2.                     Authorize the City Manager to execute any future amendments to the Professional Services Agreement not exceeding $87,000.

COUNCIL GOALS:

DISCUSSION:

The Children’s STEAM Center at Lewis Library Project will repurpose roughly 4,800 square feet of existing library floor space, located on the first and second floors, into an interactive children’s space that focuses on STEAM (Science, Technology, Engineering, Art, and Math) engagement. In addition to the renovations for the children’s space, the project will include the renovation of an existing first-floor resource room/space to accommodate additional office space.

 

On January 8, 2026, the City issued a Request for Proposals (RFP) for Design Services from civil engineering and architectural firms. On February 12, 2026, proposals were received from eleven (11) firms interested in providing design services for the project. The proposals were evaluated based on firm and staff qualifications, project approach/scope of work, and proposed schedule, in accordance with City policies and procedures. The proposals ranged from $269,882.00 to $1,830,555.00.

 

Based on the evaluations, staff recommends approval of the Professional Services Agreement with AC Martin due to their experience, available projects staffing, schedule, and detailed approach to the design of the project.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is $864,451.00, for the full term of the Professional Services Agreement. The current available budget is $600,000.00 and is included in Project 37600022-301-B-8113. Considering projected expenses, additional appropriation of $500,000.00 is being requested in 37600022-601-B-8329. The request will be submitted in the Fiscal Year 2025/2026 Third Quarter Budget Report. All future costs will be included in subsequent fiscal year budgets.
