RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to enter into Amendment No. 1 to Task Order No. 26 with TKE Engineering, Inc. for the Etiwanda-Slover Intersection Improvement Project (SQ-87-DE-19) in the amount of $531,991.00 for a total task order amount of $576,991.00.
2. Authorize the City Manager to enter into any future amendments to the Task Order not exceeding $60,000.

COUNCIL GOALS:

DISCUSSION:
The Etiwanda-Slover Intersection Improvement Project will widen the intersection, modify the existing traffic signal, install sidewalks, storm drain improvements, and street lighting. The widening of the intersection will enhance overall traffic circulation for both the City of Fontana and Ontario. Through a Cooperative Agreement with the City of Ontario executed on December 18, 2018, Fontana is the lead agency for the project while it is partially located in the City of Ontario.
On April 2, 2024, Task Order No. 26 in the amount of $45,000.00 was issued to TKE Engineering, Inc. to perform project management services for the Etiwanda-Slover Intersection Project. These services originally included project management services through the design phase of the project. The project is nearing the construction phase and will require extensive oversight and coordination with the City of Ontario, sewer, water, and gas utility companies, as well as nearby property owners. An amendment to the task order for TKE Engineering, Inc. is necessary to ensure consistency in the management of the project through the construction phase. Amendment No. 1 to the task order will account for all anticipated project management services during construction including construction staking and survey services by TKE Engineering, Inc. in the amount of $531,991.00 barring any unforeseen construction conditions.
The construction of the project is expected to begin in Fall 2026 with completion in Fall 2027.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $531,991.00 for the full term of the Agreement and is included in the Fiscal Year 2025/2026 budget in 37603350-245-D-8130 and 37603350-630-D-8130 (Measure I-Arterial and Circulation Mitigation Funds).
