DISCUSSION:
San Bernardino County Transportation Authority (SBCTA) is responsible for administering the San Bernardino Measure I Program from which the City of Fontana receives funds for transportation projects.
On July 22, 2025, the City Council adopted by Resolution the Fiscal Years 2025/2026-2029/2030 Measure I Five Year Local Street Capital Improvement Program, also known as the “Five-Year Look Ahead CIP Plan” for projects to be funded by the Measure I Valley Local Streets Pass-Through Program. If, during the current fiscal year, the City approves funding for any new projects or amends projects, the “Five-Year Look Ahead CIP Plan” would need to be amended in order to account for expenditures made to the fund prior to the end of the fiscal year (FY 2025/2026).
As program administrator, SBCTA permits local jurisdictions to amend the “Five-Year Look Ahead CIP Plan” at the end of each fiscal year to account for expenditures made. Attachment “A” to the Resolution is the amended project list for FY 2025/2026-2029/2030.
SBCTA also requires local jurisdictions to complete an annual update of a five-year program identifying the projects to be funded in the upcoming fiscal year (FY2026/2027). Attachment “B” to the Resolution is the CIP List for the Fiscal Years 2026/2027-2030/2031, identifying the progress which will be funded by the Local Pass-Through Program.
FISCAL IMPACT:
Project budgets will be established as each individual project moves forward, providing full funding detail. The Measure I Local Pass-Through Program (Attachment “A” to the Resolution) funds are received monthly and will fund the projects listed on the Local Street Program.
MOTION:
Approve staff recommendation.
