Award a Contract for the Interior Renovation for Stage RED

RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a lump sum construction contract with Final Touch Construction for the Stage Red Interior remodel 2A (Bid No. DE-24-25-SB) in an amount not to exceed $1,575,000.
2. Approve an authorize the City Manager to execute all non-material contract amendments on behalf of the City of Fontana for the renovation of Stage RED.

COUNCIL GOALS:
• To invest in the city's infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
• To invest in the city's infrastructure (streets, sewers, parks, etc.) by improving the aesthetics of the community.
DISCUSSION:
The City of Fontana has undertaken an expansive and comprehensive revitalization of Downtown Fontana. A primary component of this revitalization effort will be creating an entertainment district as a draw for consumers to enjoy as they discover the new downtown area. Stage Red is the keystone to the creation of this new entertainment district for the city.
Specifications for the renovation were developed in direct consultation with Mr. Hagar and his design team. The completed plans have recently been updated for value engineering purposes with a goal to save on unnecessary expenses while preserving the unique aesthetic of the venue.
The City Council previously approved a contract in an amount not to exceed $1,400,000. The prior contract has been terminated, which required publishing a new public bid and selection of a new contractor. Three bids were submitted, ranging from $1,575,000 up to $1,971,000. Final Touch Construction is the lowest responsive and responsible bidder. The contracted amount is within the current budget for the renovation project.
FISCAL IMPACT:
The cost associated with the approval of this item will not exceed $1,575,000 and is included in the FY 2023/24 budget. Costs will be funded by Fund 601 - Capital Reinvestment, project # 38300002 - Center Stage Theater Renovation.
