COUNCIL GOALS:
• To concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.

DISCUSSION:
The Etiwanda Avenue and Slover Avenue/Airport Drive Project is a cooperative effort with the City of Ontario to improve the overall traffic circulation and capacity at the intersection. The scope includes widening of the intersection to accommodate additional turn lanes at each leg of the intersection, traffic signal modifications, sidewalk installation, streetlights, and upgrading the at-grade crossing along Slover Avenue.
The City of Fontana is the lead on the project for both design and construction per the Cooperative Agreement that was approved by the City Council on December 11, 2018. The original agreement defined the fiscal responsibilities for both the City of Fontana and the City of Ontario for the construction of the project. The 2018 agreement originally estimated total project costs at $9,347,627.00, with Fontana’s share of $6,001,231.00 and the City of Ontario’s share of $3,346,396.00.
The current project costs to date have increased to $17,469,272.00 due to increased costs in right-of-way acquisitions, utility relocations, and Union Pacific Railroad (UPRR) costs for the upgraded at-grade crossing. The construction cost also increased over the last eight years, which was estimated at $6,742,354.00 in 2018 but awarded in the amount of $11,000,774.00 in August 2026. As a result of these increases, staff requested additional contribution from Ontario to offset the construction increase costs using the same ratio as the 2018 Agreement and Ontario agreed to the increased contribution of $1,935,962.00.
An amendment to the Cooperative Agreement is proposed to identify the new financial responsibilities of each agency.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an increase in revenues and appropriations of $1,935,962.00 in Fund 602 for the Etiwanda Avenue and Slover Avenue/Airport Drive Intersection Improvement Project (Project Number 37603350) and will be included in the FY 2026-2027 mid-year budget.
