RECOMMENDATION:

Recommendation

Accept as complete the work performed by Elecnor Belco Electric for the construction of the Cherry at South Highland Interim Traffic Signal Project (Project # 37600030) and approve the final construction amount of $290,433.01 (SB-110-DE-23).

COUNCIL GOALS:

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.

                     To invest in the City’s infrastructure (streets, sewers, parks, etc.) by focusing on relief of traffic congestion.

 

DISCUSSION:

On April 25, 2023, the City Council authorized the award of a construction contract to the lowest responsible/responsive bidder (Elecnor Belco Electric Inc.) in the amount of $278,589.00 with a 10% contingency in the amount of $27,858.90 for the Cherry at South Highland Interim Traffic Signal Project (# 37600030). This traffic signal is a component of a comprehensive transportation improvement and traffic management program. Implementation of the signal at this intersection will enhance the flow of traffic for all roadway users.

 

On October 26, 2023, the City conducted the final inspection and determined that the project was ready for acceptance. The project was successfully completed for the final contract amount of $290,433.01, an increase of 4.25% from the original contract amount of $278,589.00 and $16,014.89 under the total authorized budget. All work has been completed to the satisfaction of the City.

 

FISCAL IMPACT:

As part of the action to accept as complete the traffic signal on Cherry Avenue and South Highland Avenue, these improvements will be deemed complete and the City will take over operation and maintenance of this public infrastructure.  Appropriate funding for the maintenance work is included in the 2023-24 revised budget in the Public Works and Engineering Department, Traffic Division.
