RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to execute a construction contract with Calmex Engineering, Inc. for the construction of the FY 2025-2026 Citywide Pavement Rehabilitation Project in the amount of $3,979,068.10, and authorize a 10% contingency in the amount of $397,906.81 (DE-26-95-SB).
2. Approve and authorize the City Manager to execute any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the FY 2025-2026 Citywide Pavement Rehabilitation Project.

COUNCIL GOALS:

DISCUSSION:
The City of Fontana’s 7-Year Pavement Management Plan includes the streets associated with the FY 2025-2026 Citywide Pavement Rehabilitation Project. The proposed improvements located in Hunter’s Ridge South, Hunter’s Ridge Central, Grid 26, and Grid 48 include the rehabilitation of existing asphalt pavement and reconstruction of ADA compliant curb ramps. The project will improve ride quality, increase pavement service life, and enhance the safety of both vehicular and pedestrian traffic.
On January 22, 2026, the bids for this project were opened. A total of nine (9) bids were received ranging from $3,979,068.10 to $5,740,143.15. The Engineer's estimate was $5,700,000.00. After reviewing the proposed bid documents and performing reference checks, Engineering staff has determined Calmex Engineering, Inc. to be the lowest responsive and responsible bidder in the amount of $3,979,068.10.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $3,979,068.10 with a $397,906.81 contingency, for a total of $4,376,974.91 for the full term of the construction contract. The current available budget in 37600090-604 is $782,176.54. An additional $7,900,000.00 is being allocated to 37600090-601 from Capital Reinvestment Fund (Fund 601) in the Mid-Year Budget to cover the $3,594,798.37 balance of the FY 2025-2026 Citywide Pavement Rehabilitation Project, as well as additional improvements per the City’s 7-Year Pavement Management Plan.
