RECOMMENDATION:
Recommendation
1. Authorize to procure Teaching Aids: Instructional and Classroom Supplies utilizing the Purchasing Policy and Procedure Manual Section 3.1.5 Non-Competitive Proposal - Purchased by Another Agency.
2. Authorize Purchasing Division to procure and use the Education Services Center, Region 2 Agency Contract 26-27 E000 to purchase the Instructional and Classroom Supplies.
3. Authorize the purchase order to Oriental Trading Company for FY 2026/2027 in the amount of $200,000 to support materials/supplies for the Fontana Expanded Learning Program’s school sites.

DISCUSSION:
Background Summary
The City of Fontana is currently in its eighteenth year of collaboration with the Fontana Unified School District as the Fontana Expanded Program (FELP) provider. The Fontana Expanded Learning Program is an After School Education and Safety (ASES) grant and Expanded Learning Opportunities Program funded program.
The Fontana Expanded Learning Program provides physical education, enrichment lessons, homework support and 21st Century Skill lessons to meet the program requirements as well as align with the districts’ efforts to prepare students to engage their world and make healthy choices.
Recommendation
To ensure the program can purchase and meet the need for materials and supplies at the thirty-three FELP sites, the Fontana Expanded Learning Program is recommending the opening of purchase orders to Oriental Trading Company. Oriental Trading Company will support the program needs for materials and supplies allowing the program to access high quality academic/educational materials/supplies.
Oriental Trading Company offers a wide range of materials, such as educational materials, classroom organization and decoration materials for a variety of ages and grades. Due to the various programming needs Oriental Trading Company provides, staff is recommending the City to open a purchase order with Oriental Trading Company.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2026/2027 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost of the curriculum is $200,000 and will be funded from Budget Unit #38624101 in the Fontana Expanded Learning Program Account # 8010.
The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $200,000 per year for services provided to the grant-funded after school program.
