Recommendation
Appoint Mayor Warren as the voting delegate for the League of California Cities Annual Conference, in Anaheim, California, on September 23-25, 2026, and authorize the designated voting delegate to vote in support of Resolution No. 1.

DISCUSSION:
The League of California Cities Annual Conference is scheduled for September 23-25, 2026, in Anaheim, California. An important component of the Annual Conference is the Annual Business Meeting, where League membership considers and takes action on resolutions that establish League policy. In order to vote at the Annual Business Meeting, each City Council must designate a voting delegate. Each City may also appoint up to two alternate voting delegates; however, only Mayor Warren will be attending the Annual Conference on behalf of the City, and therefore no alternate voting delegate will be designated.
The 2026 League of California Cities Resolution Packet includes one proposed resolution, submitted by the City of Murrieta. The resolution calls for the League to establish a statewide working group to evaluate a state constitutional amendment or other legislative, policy, or ballot-based strategies to restore and strengthen local authority over housing and land use decisions. The proposed resolution recognizes the State’s role in establishing broad statewide housing goals while seeking to preserve meaningful local authority over general plans, zoning, density, development standards, project siting, and housing development decisions.
The City of Fontana supports the proposed resolution because local governments are best positioned to consider the unique infrastructure, public safety, fiscal, environmental, and community needs of their jurisdictions when making housing and land use decisions. The resolution also supports a balanced approach that maintains the State’s ability to establish statewide housing and safety standards while preserving local discretion in implementing those goals.
Staff recommends that the City Council appoint Mayor Warren as the voting delegate to represent the City at the League of California Cities Annual Business Meeting and authorize the designated voting delegate to vote in support of Resolution No. 1.
