RECOMMENDATION:
Based on the information in the staff report and subject to the attached Findings and Conditions of Approval; staff recommends that the Planning Commission adopt Resolution No. PC 2026-____, and
1. Adopt the Addendum and Mitigation, Monitoring, and Reporting Program (MMRP) to the Southwest Industrial Park Specific Plan Final Environmental Impact Report (SCH No. 2009091089) and Section 8.06 (Addendum to an EIR) of the 2019 City of Fontana Local Guidelines for Implementing the California Environmental Quality Act, and direct staff to file a Notice of Determination; and
2. Approve Conditional Use Permit No. 25-0015; and
3. Approve Administrative Site Plan No. 25-0020.

ANALYSIS:
The applicant is requesting that the Planning Commission review and approve Conditional Use Permit No. 25-0015 to allow registered vehicle storage and Administrative Site Plan No. 25-0020 for the development of a registered vehicle storage site and an associated office building of approximately 1,558 square feet, along with site improvements.
Conditional Use Permit (CUP) No. 25-0015:
The applicant is requesting approval of a Conditional Use Permit to establish a Registered Vehicle Storage use on the property. As part of operations, the truck drivers would arrive at the site and park their passenger vehicles on site while driving the trucks during their working shift. At the end of their shift on the same day, they would return the trucks to the site and leave in their passenger vehicles. The Southwest Industrial Park Specific Plan (SWIP) allows for this use with approval of a Conditional Use Permit. Conditions will ensure that potential illegal activity and prevent nuisances such as the site becoming a truck stop, late hour operations, graffiti and unkept landscaping. The site has been designed to adequately accommodate the trucking and vehicular circulation, parking, and storage and to screen the uses from public view.
Administrative Site Plan No. 25-0020:
The applicant is also requesting approval of an Administrative Site Plan for the construction of a new 1,558 square-foot prefabricated office building with architectural enhancements noted below and associated on and off-site improvements. A 160 square foot guard shack will also be constructed near the entrance of the site. This office building will be used by administrative staff for business operations. The site is currently used as a storage site for concrete material that is not screened and the site has no paving or landscaping. This project will pave the site and install attractive screen walls with landscaping along Almond Avenue.
The architectural features for the proposed building will feature an exterior color palette in a neutral color scheme with grey/green accent color. The building will include aluminum bronze framing, stone/brick accent, and glazed windows. The variations to the building face, varying rooflines, and tower elements at maximum eighteen (18) feet in height, will make the project architecturally pleasing and be consistent with the surrounding area.
The project site is physically suitable in size and shape to support the development of the proposed industrial project, and the surrounding uses are primarily industrial. Applicable building, zoning, and fire codes and standards will be met and make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area.
Grading/Walls:
The topography of the Project Site is relatively flat. The existing drainage pattern is from north to south and the proposed drainage pattern is from north to south-east. Additionally, a new fourteen (14)-foot foot-high screen wall will be installed along all property lines.
Site Access/Circulation:
Vehicle access to the Project Site is provided by a driveway with a rolling gate on Almond Avenue. The internal circulation has been reviewed by the Planning, Fire, Traffic, and Engineering Departments and found to be sufficient to support this type of use.
Environmental:
Pursuant to CEQA Guidelines Sections 15162 and 15164, a lead agency shall prepare an Addendum to a previously certified EIR if some changes or additions are necessary but none of the conditions described in Section 15162 calling for preparation of a subsequent EIR have occurred. The proposed changes were evaluated in light of the standards for subsequent environmental review outlined in Public Resources Code Section 21166, CEQA Guidelines Section 15162 and the City of Fontana’s 2019 Local Guidelines for Implementing CEQA. Based on this evaluation, it was determined that the FEIR fully analyzed and mitigated, where feasible, all potentially significant environmental impacts, if any, that would result from the Project. Additionally, none of the conditions described in Section 15162 have occurred and as a result, an Addendum to the Southwest Industrial Park Specific Plan Final EIR (SCH No. 2009091089) is the appropriate document to evaluate the proposed Project.
