Approve with conditions a special event permit allowing the sale and service of a cultural spirit at a Colombian Festival.

DISCUSSION:
A Special Event Application was submitted to the Community Services Department to propose the Tunios Festival Colombiano at the Miller Park Amphitheater. The organizers, Tunjo Entertainment, requested an exemption to sell and serve the cultural spirit “Aquardiente” (a distilled liquor with 24-29% alcohol by volume, stronger than most beer and wine, but weaker than typical vodka or whiskey.) The exemption would be coupled with the permitted sale and service of beer and wine to individuals 21 and older. Tunjo Entertainment will be required to submit a valid, up-to-date Alcohol Beverage Control license and permit and abide by the conditions attached.

Event: Tunios Festival Colombiano
Date: Saturday, July 10, 2027 (tentative)
Set-up: 7:00am-12:00pm
Time: 12:00pm-10:00pm
Breakdown: 10:00pm-12:00pm
Location: Miller Park Amphitheater
This gated, ticketed event will feature Colombian-style music and dance entertainment as well as Colombian cultural food for sale to event attendees. The event promoter, Tunjo Entertainment, has previously held this event at Guasti Regional Park, a San Bernardino County Park, for the last 2 years. Tunjo Entertainment is familiar with the requirements and guidelines of hosting an event with a government entity. Tunjo Entertainment will be required to submit the following items at least 30-days prior to their proposed date:
• Certificate of Insurance for the event
• Certificate of Insurance for any 3rd party vendor
• A valid, up-to-date City of Fontana Business License
• An approved San Bernardino County Event Permit
• An approved San Bernardino County Temporary Food Facility Permit
• An approved San Bernardino County Fire Special Event Temporary Permit
• A full list of planned vendors
– All vendors must possess applicable licenses and permits
FISCAL IMPACT:
Tunjo Entertainment will pay all applicable rental fees and staff fees (including Police Department Personnel) required by the Community Services, Police, and Public Works departments.
