Approve the Resolution that establishes a fee to recoup costs of impounding and storage of confiscated items from unlicensed street vendors

COUNCIL GOALS:

DISCUSSION:
Ordinance No.1925 was adopted at the October 24, 2023, Regular City Council meeting. The ordinance added Municipal Code Section 15-829 to allow Impoundment Authorization relating to Sidewalk Vending. This resolution establishes an Impound Fee of $232.00 and shall be required from any Sidewalk Vendor who wishes to recover their impounded Item(s) (excluding any Items that were immediately disposed of because they were perishable or could not be safely stored).
The Impoundment fee is based on the hourly rate and the number of Code Compliance Officers (three) that will be involved with the confiscating and properly storing/logging of all equipment and items.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is unknown at this time but would result in the City establishing a fee to recover costs associated with the impounding of unlicensed street vendor equipment. The amount of fee revenue received would solely depend on the number of street vendors cited for unlicensed street vending.
