Award and Authorize the City Manager to enter into a contract with McWil Sports Surfaces Inc. of Gardena, CA. in the amount of $355,395.00 for the Jessie Turner Center Indoor Basketball Court Replacement and authorize a contingency (10%) in the amount of $35,539.50.

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The Jessie Turner Center Indoor Basketball Court Replacement Project is necessary to address ongoing water intrusion that has compromised the integrity and safety of the existing basketball court flooring. The moisture has created an unsafe playing surface, posing potential hazards to users, and limiting the usability of the court. The proposed project involves removing and replacing the existing flooring. Completing this project will restore a safe and functional playing surface, extend the facility's useful life, and support ongoing recreational programming at the Jessie Turner Center.
Public Works staff will implement additional corrective measures to prevent future water damage. These measures include sealing the concrete floor prior to the installation of the replacement basketball court floors. In addition, staff will perform the exterior waterproofing during the summer when the soil is dried on the exterior west wall to further guard against water intrusion.
The bidding process for The Jessie Turner Center Basketball Replacement Project (PW-26-105-SB) was conducted by city staff in January 2026. Purchasing notified seventy-eight (78) vendors. Bid packets were downloaded/received by thirty-three (33) vendors, and four (4) bid responses were received. Seven (7) Fontana vendors were notified. No Fontana vendor responses were received. After evaluating the vendor responses, the Purchasing Division is recommending McWil Sport Surfaces Inc., located in Gardena, CA, as they are the lowest, most responsive, and responsible bidder.
FISCAL IMPACT:
The Fiscal impact associated with the approval of this item is $390,934.50, including contingencies. Funding for this project is not currently budgeted. Approval of the recommended action is included in the midyear budget amendment in the amount of $390,934.50 for Fiscal Year 2025/26, funded through Fund 103, Account 10337317-8314. This action will have no ongoing fiscal impact beyond the current fiscal year.
