RECOMMENDATION:
Recommendation
1. Award bid and authorize City Manager to enter into a construction contract with California Professional Engineering, Inc. for the Baseline Avenue at Palmetto Avenue Traffic Signal Project in the amount of $1,094,777.92 and authorize a 10% contingency in the amount of $109,477.79 (Bid No. DE-26-161-SB).
2. Approve and authorize the City Manager to enter into any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Baseline Avenue at Palmetto Avenue Traffic Signal Project (Bid No. DE-26-161-SB).

COUNCIL GOALS:

DISCUSSION:
The City, in coordination with the City of Rialto (Rialto), has identified the need for a new traffic signal at the intersection of Baseline Avenue and Palmetto Avenue to aid in circulation and ease congestion. The northeast quadrant of the intersection lies within Rialto’s jurisdiction, and pursuant to a cooperative agreement approved by the City Council on March 14, 2023, and fully executed on April 11, 2023, Rialto will be responsible for 25% of the design, utility, construction, and construction engineering costs. This location is on the Citywide Traffic Signal Priority List and is a component of a comprehensive transportation improvement and traffic management program. The improvements will include reconstructing new accessible curb ramps. This new traffic signal will enhance traffic flow and access to the adjacent parks and schools.
On April 23, 2026, at 2:00 p.m., the bids for this contract were opened. A total of fifteen (15) bids were received ranging from $1,094,777.92 to $3,676,055.00. California Professional Engineering, Inc. is the lowest bidder in the amount of $1,094,777.92. The Engineer's estimate was $1,307,060.00. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined California Professional Engineering, Inc. to be the lowest responsive and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $1,204,255.71 for the full term of the construction contract and is included in FY 2025-26 Budget in Projects 37600031-246-D-8330 and 37600031-246-D-8331. City of Rialto will reimburse 25% of all project costs, up to a total of $236,341.00, at project completion. All future costs will be included in subsequent fiscal year budgets.
