Award and Authorize the City Manager to execute a contract with MCO Development Inc. of Irvine, CA in the amount of $392,000.00 for the Fire Station 77 Restroom Remodel and authorize a contingency (10%) in the amount of $39,200.00

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The restrooms at Fire Station 77 are exhibiting signs of aging and deterioration. A remodel is proposed to address these issues and to reconfigure the existing layout in order to provide separate restroom facilities for male and female personnel. The renovation will improve functionality, privacy, and overall working conditions for fire station staff. The bidding process for the Fire Station 77 Restroom Remodel Project bid (PW-26-02-SB) was conducted by the city staff in June and July 2025. One thousand one hundred forty-two (1,142) bidders were notified of the bid. Bid packages were downloaded by ninety-two (92) vendors. Forty-nine (49) Fontana vendors were notified, One Fontana vendor response was received. The bid closed on Thursday, July 24, 2025, and the City received a total of fourteen (14) bids.
After reviewing each individual company that provided a bid for the project, the Purchasing Office has recommended that the contract be awarded to MCO Development Inc. MCO Development Inc. submitted all the necessary documents and therefore is the most responsible and responsive bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $431,200.00 including contingencies. Funds associated for this project are included in the current FY 2025/2026 budget, in project 37300010-610-A-8329.
