RECOMMENDATION:

Recommendation

1.                     Authorize procurement of the Automated License Plate Reader (ALPR) from Motorola Solutions utilizing Purchasing Policy and Procedure Manual 3.1.5 Non-Competitive Proposal - Single Source/Sole Source.

 

2.                     Approve the purchase of the Motorola Solutions upgrade, installation, and service agreement for the ALPR in the amount of $1,052,673.97.

 

3.                     Approve and authorize the City Manager to approve the purchase and agreement with Motorola Solutions and any necessary change orders to complete the project not to exceed 10% of the award amount.

DISCUSSION:

In 2017, Vigilant Solutions, now Motorola, was awarded a contract to install Automated License Plate Reader (ALPR) cameras throughout the City of Fontana. The initial deployment was completed in three phases. Several cameras installed during Phases One and Two now require replacement due to damage caused by environmental conditions. Additionally, the Phase One and Two cameras will no longer be supported after March 2026, as the technology has advanced, and replacement parts are becoming increasingly difficult to obtain.

ALPR cameras are a critical investigative tool for the Police Department, providing timely and reliable vehicle information to assist with a wide range of criminal investigations. Due to the existing infrastructure and system design, Vigilant/Motorola cameras are considered a sole-source solution. These cameras are specifically designed for multi-lane intersections and feature wide-angle capabilities that allow for the capture of multiple lanes of traffic, unlike other camera systems used in different locations throughout the city.

All replacement cameras, wiring, software, and associated components will be installed by Motorola or its approved vendors. The proposed equipment is fully compatible with the Phase Three ALPR cameras from the original installation, ensuring system continuity and operational consistency.

Motorola has submitted Quote No. 3448566 in the amount of $1,052,673.97. This cost includes camera hardware, extended warranties, licensing fees, and other associated items as detailed in the quote. The Police Department recognizes the ALPR system as a valuable asset and seeks to maintain uninterrupted access to ALPR data while remaining fiscally responsible.

 

FISCAL IMPACT:

A request in the amount of $1,100,000 from Federal Asset Seizure Funds (fund 223) is included in the 2025/2026 mid-year report. Funds to be appropriated to project number 40100007-223-A-8130. Should service demands exceed budgeted amounts, additional funding may be requested through the appropriate budget adjustment process.

In fiscal year 2031/2032, the department will be requesting an increase of $48,000.00 recurring funds for Innovation and Technology to cover projected inflationary increases related to camera licensing and software subscriptions. These funds will be incorporated into the budget upon confirmation that the cameras will continue to be utilized.
