Recommendation
Approve and authorize the City Manager to execute Lytle Creek Road Exchange Agreement and all other necessary documents within the Ventana Specific Plan with HDO4 LLC.

COUNCIL GOALS:
• To promote economic development by being business friendly at all levels and striving to constantly improve the city's competitiveness.
• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
On July 5, 2022, the City of Fontana’s Planning Commission recommended certification of the Supplemental Environmental Impact Report for the Ventana at Duncan Canyon Specific Plan Amendment Project (SCH No. 2021100400) (“Supplemental EIR), and approved MCN20-099R1, SP Amendment No. 21-001, and GP Amendment No. 21-006. On July 26, 2022, the City of Fontana’s City Council certified the Supplemental EIR and approved MCN20-099R1, SPA Amendment No. 21-001, and GPA No. 21-006 within the Ventana Specific Plan.
The City owns fee title to a portion of a street named Lytle Creek Road, located south of Duncan Canyon Road within the City, as further described and depicted in Exhibit “A” and Exhibit “B” of the Lytle Creek Road Exchange Agreement.
Lytle Creek Road was acquired from the County of San Bernardino through an Annexation. Lytle Creek Road has not been used for ten (10) years and has had street barricades put up to prevent use. The Developer (HDO4 LLC) has dedicated a portion of property within the Ventana Specific Plan to the City for the purpose of relocating Lytle Creek Road from its current location. The relocated Lytle Creek Road now bisects the Ventana Specific Plan and has been subsequently renamed to John Previti Avenue. The City and Developer are now processing the Agreement to memorialize this exchange of Lytle Creek Road for the improvements and dedication of John Previti Avenue.
FISCAL IMPACT:
There is no fiscal impact associated with the approval of this item.
