Award and Authorize the City Manager to enter into a contract with D’Ybanag Construction, Inc. of Perris, CA in the amount of $385,277.77 and authorize a 10% contingency in the amount of $38,527.77 for the installation of a block wall and wrought iron fence around the new Public Works & Engineering East Yard Project (PW-27-07-SB)

DISCUSSION:
The Public Works & Engineering Department requires the installation of a perimeter block wall and wrought iron fence around the new Public Works East Yard facility, located at 16641 Orange Way, to enhance the security of the facility.
The Purchasing Division formally advertised the project under Bid No. PW-27-07-SB, and bids were opened electronically at 2:00 P.M. on August 13, 2026. Purchasing notified nine hundred fifty-eight (958) vendors. Bid packets were downloaded/received by one hundred forty-two (142) vendors, and twenty (20) bid responses were received. Five (5) Fontana vendors were notified. No Fontana vendor responses were received.
A thorough evaluation of all twenty responses was conducted by the Purchasing Division. Based on this evaluation, D’Ybanag Construction Inc., located in Perris, CA, was determined to be the lowest, most responsive, and responsible bidder meeting all structural and administrative specifications.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $385,277.77 plus a contingency of $38,527.77 and are included in the FY2026-27 budget in project 37300011-632-A-8329.
