RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to enter into Amendment No. 1 to Task Order No. 1 with UltraSystems Environmental, Inc. for the Westgate Improvements (RAISE) Project in the amount of $523,300.00, for a total task order amount of $576,670.00.
2. Approve and authorize the City Manager to enter into any future amendments to the Task Order with a not-to-exceed amount of $100,000.00.

COUNCIL GOALS:

DISCUSSION:
The Building a Better Connected Inland Empire Project is federally funded along Cherry Avenue from Baseline Avenue to just north of the SR 210 Freeway and along Victoria Avenue from Cherry Avenue to Kestrel Avenue within the Westgate Specific Plan Area. The project was awarded with $15 Million in FY 2022 Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant funds.
Major street improvements will be completed with the project including additional lane capacity, integrated traffic system, medians with protected left turns, street lights, signage, roundabout, raised landscape medians, approximately 5 miles of Class II bike trails, approximately 2.5 miles of Class I bike lanes, approximately 5 miles of ADA compliant sidewalks, approximately 0.5 miles of multi-use trails, pedestrian crosswalks, and countdown signal heads.
On May 24, 2026, a Task Order was issued to UltraSystems Environmental, Inc. in the amount of $53,370.00 to conduct a burrowing owl field survey and preparation of their report of findings. This Amendment No. 1 will permit UltraSystems Environmental, Inc. to perform the additional scope necessary to complete the burrowing owl survey and habitat assessment work; prepare Incidental Take Permit (ITP) amendment; conduct Crotch’s bumble bee and San Bernardino kangaroo rat surveys and reporting; perform biological monitoring, avoidance and minimization measures during construction, and process regulatory reporting required under the project’s permits; and perform ongoing project management and coordination with the City, contractor, and regulatory agencies.
Approval of the amendment is necessary to address additional biological and regulatory requirements identified during the project’s environmental permitting process.
Council approved on May 13, 2025, UltraSystems Environmental, Inc. for the On-Call Environmental Qualified List to provide professional service for environmental projects.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $523,300.00 and is included in the current FY 2026-27 Budget in the Westgate Improvements (RAISE) Project Nos. 37600042-245-A-8118 and 37600042-630-A-8118.
