RECOMMENDATION:

Recommendation

Authorize procurement of traffic signal video detection equipment from Iteris utilizing Purchasing Policy and Procedure Manual 3.1.5 Non-Competitive Proposal – Single Source/Sole Source.

 

Approve the purchase in the amount not to exceed $685,000 annually for three years (FY 2025/26 – 2027/28).

COUNCIL GOALS:

DISCUSSION:

The City currently maintains over 220 traffic signals. About one-third of those signals rely on video detection systems that have surpassed their useful service life and are no longer possible to maintain when they malfunction, as replacement parts are no longer in production. This purchase will allow the City’s Traffic Signal Maintenance staff to replace malfunctioning and no-longer serviceable video detection equipment to ensure the traffic signals are operating properly and efficiently.

 

Iteris video detection systems have been used for all new traffic signal systems installed in the last ten years and have been used to replace systems at older traffic signals that were no longer operable. To minimize operating, programming, and maintenance costs, it is essential to utilize a single manufacturer for the regular maintenance and replacement needs of traffic signal video detection systems. Continuing to utilize the Iteris video detection system ensures compatibility with the City’s existing traffic signal system and eliminates the need to expend additional funds to modify or replace other devices within the traffic signal cabinet.

 

Staff recommends procuring the traffic signal video detection equipment under the Purchasing Policies and Procedure Manual Section 3.1.5 as no competitive advantage would be gained from competitive pricing. RodefX is the established exclusive sales agent for the Iteris video detection systems in Southern California, and thus is the vendor that staff will purchase the equipment through. As the exclusive sales agent, purchasing through any other third-party vendor would include a mark-up for this same equipment in Southern California and would not yield any additional advantages of competitive pricing.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item is an increase in expenditures of up to $685,000 annually and is included in the FY 2025/26 and 2026/27 current budgets in Measure I 2010-2040 Local Fund 246, account 24637518-8030.
