RECOMMENDATION:
Recommendation
1. Receive and File the 2026 Local Agency Biennial Notice Pursuant to the Political Reform Act
2. Direct staff to promulgate the necessary amendments and return to the City Council prior to December 31, 2026, for adoption pursuant to the Political Reform Act.

DISCUSSION:
The Political Reform Act (Government Code Section 81000, et seq.) requires state and local government agencies to review its Conflict-of-Interest Code biennially. The City has completed its review of the Conflict-of-Interest Code and is required to file the 2026 Biennial Notice by October 1, 2026.
City staff reviewed the Conflict-of-Interest Code and noted areas that may require amendments as noted on the 2026 Local Agency Biennial Notice.
The City Council is the code reviewing body for the City. Therefore, staff is requesting the City Council receive and file the 2026 Local Agency Biennial Notice, and direct staff to make appropriate amendments for City Council adoption prior to December 31, 2026, as required by the Political Reform Act.
