RECOMMENDATION:
Recommendation
1. Approve and authorize the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. for Design Services for the Pickleball Courts at Seville Park Project in the amount of $205,675.00 (Request for Proposals DE-24-138-SP).
2. Approve and authorize the City Manager to execute future individual Professional Services Agreement Amendments with Kimley-Horn and Associates, Inc., not exceeding $20,000 for the Pickleball Courts at Seville Park Project (DE-24-138-SP).
3. Authorize the City Manager to execute any and all utility agreements for the Pickleball Courts at Seville Park Project.

DISCUSSION:
The Pickleball Courts at Seville Park Project will include the addition of four (4) or more pickleball courts within the existing Seville Park located at 16669 Seville Avenue. The courts are proposed in the vicinity of the existing amphitheater structure that will be demolished through a separate contract. Proposed improvements will include the new courts, fencing, shade structures, lighting, and landscape improvements.
On April 9, 2025, the City issued a Request for Proposals (RFP) for Design Services from civil engineering and architectural firms. On May 8, 2025, proposals were received from 11 firms interested in providing design services for the project. The proposals were evaluated based on firm and staff qualifications, project approach/scope of work, and proposed schedule, in accordance with City policies and procedures. The proposals ranged from $114,000 to $235,826.
Based on the evaluations, staff recommends approval of the Professional Services Agreement with Kimley-Horn and Associates, Inc. due to their experience, available projects staffing, schedule, and detailed approach to the design of the project.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $205,675.00 for the full term of the Professional Services Agreement. The Project is included in the Fiscal Year 2025-26 Budget in Project 37600092-604-A-8113.
