RECOMMENDATION:

Recommendation

1.                     Approve Memorandum of Understanding between Colton Joint Unified School District (CJUSD) and the City of Fontana for crossing guard services provided by All City Management Services for one (1) year with up to four (4) additional one (1) year terms.

2.                     Authorize the City Manager to execute the Memorandum of Understanding and future amendments.

3.                     Approve a recurring appropriation from Fund 101 to 10140352.8130 to allow the City to fund 50% of the cost of crossing guard services for the 3 CJUSD elementary schools that fall within the City of Fontana.

                     Improve public safety by increasing operational efficiency, visibility and availability.

                     Concentrate on Inter-governmental relations by working cooperatively with neighboring jurisdictions.

 

DISCUSSION:

Colton Joint Unified School District administers crossing guard services.  The contract provider for these services via Colton Joint Unified School District is All City Management Services who employs and provides the school crossing guards.

 

The term of the agreement is for the period commencing in the 2022-2023 school year with the option to renew for up to four (4) additional one (1) year terms.

 

It is understood that the cost of providing service for three locations (Exhibit A) for year one is $46,557.00.  The City’s portion of 50% equals $23,279.00 with the Colton Joint Unified School District paying the remaining 50%.

 

The School Crossing Guards employed by All City Management Services operate under the Industrial Welfare Commission Order No. 4-2001, Section 4, “C”.  This order dictates that if an employee works a “split shift” they must be compensated for an additional hour.  This has been factored in the annual cost for services.

 

FISCAL IMPACT:

Funds in the amount of $17,869.00 have already been included in the 2022-2023 budget.   Staff is requesting additional annual recurring funds in the amount of

$ 5,410.00 be appropriated from the General Fund 101 to budget unit 10140352.8130 to cover the increased city portion.

The annual amount will vary due to the anticipated wage increases that are approximately $5,410 for the 2022-2023 school year.  Funds for the remainder of the contract will be requested annually with a quarterly adjustment.

 

MOTION:
