Accept as complete the work performed by PENTA Building Group, LLC for the construction of the City Hall Renovation Project – Phase I (Fire Annex; SQ-25-DE-23-01).

COUNCIL GOALS:

DISCUSSION:
On October 10, 2023, City Council awarded the Design-Build Contract for the City Hall Renovation Project – Phase I (Fire Annex) to PENTA Building Group, LLC in the amount of $25,000,000.00, which included $858,357.00 in City-Owned Contingency. On January 28, 2025, City Council approved the increase in City-Owned contingency in the amount of $1,500,000.00, increasing the total contract amount to $26,500,000.00 and the City-Owned Contingency to $2,358,357.00.
The project is located at 17001 Upland Avenue, Fontana, CA 92335. The project consists of the demolition of the existing one-story Fire Administration Building and constructing a two-story municipal building with a parking structure on the first floor and office spaces on the second floor. Each floor has a footprint of approximately 30,000 square feet. The intent of the building is to serve as office space for City staff, as well as both public and employee parking for the Civic Campus.
PENTA Building Company, LLC substantially completed the construction of the project, and the Temporary Certificate of Occupancy was issued on July 31, 2025. The final contract amount is $26,499,849.02, using $2,358,296.02 of the $2,358,357.00 in City-Owned Contingency. All work has been completed to the satisfaction of the City of Fontana.
FISCAL IMPACT:
As part of the action to accept the construction of the City Hall Renovation Project – Phase I (Fire Annex) (#37600011) as complete, the City will take over the operation and maintenance of this public infrastructure. Appropriate funding for the maintenance work is included in the FY 2025-26 revised budget under the Public Works Department, Support Services Division.
