RECOMMENDATION:
Based on the information in the staff report and subject to the attached Findings and Conditions of Approval; staff recommends that the Planning Commission adopt Resolution No. PC 2026-____, and
1. Determine that the project is Categorically Exempt pursuant to Section No. 15332 (Class No. 32, Infill Development), and Section No. 3.22 (Categorical Exemption) of the 2019 Local Guidelines for Implementing the CEQA, and direct staff to file a Notice of Exemption; and
2. Approve Conditional Use Permit No. 21-000011; and
3. Approve Administrative Site Plan No. 21-000032.

ANALYSIS:
The applicant is requesting that the Planning Commission review and approve Conditional Use Permit No. 21-000011 and Administrative Site Plan No. 21-000032 to allow a registered vehicle storage use and for the site and architectural approval of an associated office of approximately 5,000 square feet along with site improvements.
The project site was previously used as an equipment repair business, which has now vacated the site.
Conditional Use Permit (CUP) No. 21-011
The Conditional Use Permit is for the establishment of Registered Vehicle Storage use on the property. The applicant is proposing to store trucks on site. The truck drivers would leave their cars on site while driving the trucks, returning the same day. The Southwest Industrial Park Specific Plan (SWIP) allows for this use with approval of a Conditional Use Permit. The site has been designed to adequately accommodate the trucking and vehicular circulation, parking, and storage and to screen the uses from public view.
Administrative Site Plan No. 21-032
As part of this Project the existing metal building will be demolished and a new 5,000 square foot office building will be constructed with associated on and off-site improvements. This office building will be used by administrative staff for Varna Trucking Inc. The architectural features for the proposed building will feature an exterior color palette in a neutral color scheme with regal blue roof and trim, stucco coated exterior, metal and weathered copper façade fascia and roof well, and aluminum bronze framed windows. The variations to the building face, varying rooflines, and tower elements at maximum twenty-one (21) feet two (2) inches in height, will make the project architecturally pleasing and be consistent with the surrounding area.
The project site is physically suitable in size and shape to support the development of the proposed industrial project, and the surrounding uses are primarily industrial. There is a church located directly to the north, however as part of the development a new block wall be installed adjacent to the church to minimize any impact. Applicable building, zoning, and fire codes and standards will be met and make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area
Grading/Walls:
The topography of the Project Site is relatively flat. The existing drainage pattern is from north to south; the proposed drainage pattern is from north to south-east. An existing six-foot-high stacked block wall is located along the northern property line. A six-foot foot-high tubular steel fence will be installed along the property line along all property lines. The portion of the northern property line adjacent to an existing church will have an eight-foot-high block wall. A twelve-foot-high wall/planter screening wall will be constructed on the interior to screen the truck parking.
Site Access/Circulation:
Vehicle access to the Project Site is provided by a northern driveway with a rolling gate on Live Oak Avenue. A second entry point with a rolling gate will be located south of this driveway and will incorporate decorative pavers at the truck driveway entry point.
Environmental:
The project is Categorically Exempt pursuant to Section No. 15332, (Class No. 32, In-Fill Development Project) of the California Environmental Quality Act (CEQA) and Section No. 3.22 (Categorical Exemption) of the 2019 Local Guidelines for Implementing CEQA. This project site meets the CEQA requirements of In-Fill as follows: (1) The project is consistent with the General Industrial (I-G) General Plan land use designation and the Southwest Industrial Park Specific Plan and associated Slover Central Manufacturing District (SCD); (2) The project site is less than five (5) acres at approximately 2.2 acres; (3) The project site is not within any known sensitive or threatened habitat area; (4) The project site will not have any significant effect related to traffic, noise, air quality, or water quality; and (5) There are adequate public utilities services for the development of the proposed industrial project. Further, none of the exceptions in CEQA Guidelines section 15300.2 apply to the project.
