RECOMMENDATION:

Recommendation

1.                     Accept grant awards in the total amount of $4,400,000, including Lead Hazard Reduction Grant in the amount of $4,000,000 and Healthy Homes Supplemental Grant in the amount of $400,000. 

2.                     Authorize the City Manager to execute and transmit any documents necessary to ensure the City’s timely receipt of Lead Hazard Reduction Grant and Healthy Homes Supplemental Grant.

DISCUSSION:

The U.S. Department of Housing and Urban Development (HUD) released a Notice of Funding Opportunity (NOFO) Lead Hazard Reduction Grant Program on June 17, 2022, and subsequently updated on February 15, 2023, making over $400 million dollars available.

 

The purpose of the Lead-Based Paint Hazard Reduction (LHR) grant program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, cities, and other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing populations. Additionally, the Healthy Homes Supplemental funding available through this NOFO is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazard that affect resident health, including not limited to mold, asbestos, and carbon monoxide.

 

The Housing Department submitted an application on April 13, 2023, and were subsequently awarded the full amount of $4,400,000.

 

The City will utilize the four-year grant program funds as follows:

 

                     Qualified housing units must be located within the City of Fontana

                     Targeted homes will be those units where children less than 6 years old are at greatest risk (pre-1960)

                     Targeted outreach and education about lead hazard control and lead poisoning prevention

                     Owner-Occupied units must have a combined household income of not more than 80% of median income (“lower” income), adjusted for family size.

                     For Rental housing units, 50% of the units of the property must be occupied or made available to families with at or below 50% of median income (very low income), adjusted for family size.  Remaining units must be occupied by families at or below 80% of median income.

                     Lead-based Paint identification, remediation, and reconstruction

                     Assistance will be provided in the form of a grant.

FISCAL IMPACT:

Expenditure and revenue budgets in the amount of $4.4 million of Lead Hazard Reduction Grant Program funds were already included in the FY2023-24 budget First quarter adjustments. Funds were appropriated in Project 30200022, Fund 301.
