RECOMMENDATION:
Recommendation
1. Approve the Sole Source of the APX6000 Motorola radios and accessories from Motorola Solutions in the amount of $1,252,050 to be utilized on the County of San Bernardino’s 800 MHz system. Radios to be utilized by Police Department Personnel.
2. Authorize the City Manager or his assigned designee to approve the purchase.
3. Authorize the Purchasing Division to issue purchase orders to the County of San Bernardino’s vendor; Motorola Solutions to purchase the APX6000 Motorola radios with Asset Seizure Fund #223.

DISCUSSION:
The City of Fontana works on the San Bernardino County 800 MHz radio system. Current Motorola XTS5000 radio is the equipment assigned to employees of the Fontana Police Department. Motorola advised that they are no longer manufacturing the XTS5000 model HT or their batteries. Since we will no longer be able to purchase XTS5000 radios, batteries, and accessories, the department will replace the XTS5000 with the new replacement model APX6000 HT along with the batteries and accessories.
The police department will utilize federal asset seizure funds for the radio project. This is a major project that would ultimately cost the city approximately $3,000,000.00. There will be a price increase effective 12/20/23. To complete the project prior to the price increase (estimated 41%), the police department request authorization to proceed with the purchase of the APX6000 equipment.
The City’s Purchasing Policies and Procedures Manual Section 3.1.5 allows for Non-Competitive Proposals for purchases that are unique and are only available form one source. The County’s radio system from Motorola is a proprietary system and only available to be purchase directly from Motorola Solutions.
The department will continue to seek alternative funding for replacement and future additions. Any future necessary adjustment and requests will be made as needed on a quarterly basis.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $1,252,050 and is included in the 2023-24 revised budget, Asset Seizure Fund 223 (234 0373 8013). Any additional radios, batteries, and/or accessories will be requested with quarterly budget adjustments and/or annual operating budget adjustments.
