RECOMMENDATION:
Recommendation
1. Approve a contract with Dhasa Care Foundation to support the visual and performing arts component for the Fontana Expanded Learning Program’s school sites utilizing the Purchasing Policies and Procedure Manual Section 3.1.5 Non-Competitive Proposal - Unique Services.
2. Authorize the City Manager to enter into a contract with Dhasa Care Foundation in the amount of $600,000 for the Dhasa Care Music Arts Program and any amendments for the term of the agreement.

DISCUSSION:
The City of Fontana is currently in its eighteenth year of collaboration with the Fontana Unified School District as the Fontana Expanded Program (FELP) provider. The Fontana Expanded Learning Program is an After School Education and Safety (ASES) grant and Expanded Learning Opportunities Program funded program. The Fontana Expanded Learning Program provides physical education, enrichment lessons, homework support and 21st Century Skill lessons to meet the program requirements as well as align with the districts’ efforts to prepare students to engage their world and make healthy choices.
To support the program’s visual and performing arts component five (5) middle school sites, the Fontana Expanded Learning Program is recommending to contract with Dhasa. Dhasa Care Music and Arts Program will support the program by providing high quality music and arts programming to support the FELP participants’ participation and interest in music and arts. To support the grant visual and performing arts component, staff is recommending the City to contract with Dhasa Care Music and Arts Program.
This procurement method is allowed per the City’s Purchasing Policies and Procedures Manual, Section 3.1.5 Non-Competitive Proposal when a product or service is unique from Class Instructors.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2026/2027 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost of the service is $600,000 and will be funded from Budget Unit #38624101 in the Fontana Expanded Learning Program Account # 8130. The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $600,000 per year for services provided to the grant-funded after school program.
