• To invest in the City’s infrastructure (streets, sewers, parks, etc.) by providing for the development of new infrastructure.
DISCUSSION:
The Courtplace Housing Development (Infrastructure Improvements) Project includes installation of a storm drain system, sanitary sewer system, restoration of existing improvements, and the modification of an existing detention basin located at 11196 Sierra Avenue to include partial backfilling and construction of a concrete basin diversion structure.
On January 23, 2024, City Council authorized the City Manager to execute a Construction Contract with Weka, Inc. of San Bernardino, CA for the construction of the Courtplace Housing Development (Infrastructure Improvements) Project in the amount of $4,863,524.00 and authorize a 10% contingency in the amount of $486,352.40.
The project has encountered unforeseen conditions as follows:
• Precise grading plans to construct the new detention basin and access road have been provided to the contractor as a change order request.
• A sewer redesign was required due to a utility conflict. The new proposed location will require additional roadway restorations, additional traffic control, and have construction inefficiencies.
• Additional Biological Monitoring Services needed to be conducted due to a coyote den being observed during the survey.
• An asbestos waterline has been identified on Juniper Avenue that requires removal and proper abatement.
• Additional unforeseen utility conflicts and site conditions may be anticipated for the duration of the project.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $1,170,000.00. There will be $1,000,000.00 allocated from the Storm Drain Fund 622, I-10 South watershed area and $170,000.00 will be allocated from Sewer Expansion Fund 623. These funds will be allocated to 37600063-622-A-8331 and 37600063-623-A-8331 respectively. The remaining amount of $843,647.60 is currently available within the project budget.
