RECOMMENDATION:

Recommendation

Authorize the Purchasing Office to “Piggy-Back” on the Houston-Galveston Area Council (H-GAC) purchasing program (Contract No.SM 10-20) for the purchase of one (1) new H.D. Industries TCM-500-100-DER Patch Truck.

COUNCIL GOALS:

                     To operate in a businesslike manner by becoming more service oriented.

                     To invest in the city's infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:

 

The Public Works Department is responsible for the maintenance and repair of the City’s Asphalt Pavement network of City streets. Specialized equipment such as this asphalt “Patch Truck” are essential pieces of equipment needed for street maintenance. The existing vehicle utilized has met the replacement criteria based upon the City’s Fleet Charge Back system.

 

The selected Patch Truck is recommended for purchase after a comprehensive review and discussion by department staff. This included a review of the specifications from several manufacturers, for units powered by “All-Electric, Compressed Natural Gas or Propane”, and which would be most cost effective to maintain. Based upon the research, the vehicle that meets the department needs is the H.D. Industries Pro-Patch TCM-500-100DHER Patch Truck from Haaker Equipment Company, which can also provide parts, service, repairs, and technical support.

 

This H.D. Industries Pro-Patch TCM-500-100DHER Patch Truck is powered by Compressed Natural Gas (CNG), which will assist the City towards compliance with SCAQMD Rule 1196, which requires a reduction in diesel powered vehicles and equipment.

 

FISCAL IMPACT:

Funds have been approved in the Fiscal Year 2021/2022 budget, specifically in Fund 751 Fleet Operations: ORG 75138306 (Fleet Replacement).  The total expenditure is estimated at $260,000.
