RECOMMENDATION:
Recommendation
1. Authorize to procure instructional and classroom supplies utilizing the Purchasing Policies and Procedures Manual Section 3.1.5 Non-Competitive Proposal - Purchased by Another Agency.
2. Authorize Purchasing Division to procure and use The Interlocal Purchasing System (TIPS) Texas of Education contract 240402 to purchase the Instructional and Classroom Supplies.
3. Authorize the purchase order to S&S Worldwide for FY 2027/2027 in the amount of $200,000 to support materials/supplies for the Fontana Expanded Learning Program’s school site.

DISCUSSION:
The City of Fontana is currently in its eighteenth year of collaboration with the Fontana Unified School District as the Fontana Expanded Program (FELP) provider. The Fontana Expanded Learning Program is an After School Education and Safety (ASES) grant and Expanded Learning Opportunities Program funded program.
The Fontana Expanded Learning Program provides physical education, enrichment lessons, homework support and 21st Century Skill lessons to meet the program requirements as well as align with the districts’ efforts to prepare students to engage their world and make healthy choices.
To ensure the program is able to purchase and meet the need for materials and supplies at the FELP sites, the Fontana Expanded Learning Program is recommending the opening of purchase orders for S&S Worldwide. S&S Worldwide will support the program needs for materials and supplies allowing program to access high quality academic/educational materials/supplies.
S&S Worldwide offers a wide range of materials, such as school furniture, educational materials, classroom organization and decoration materials, for a variety of ages and grades. Due to the various program material needs S&S Worldwide provides, staff is recommending the City open a purchase order with S&S Worldwide.
The contract with S&S Worldwide was awarded through a competitive procurement process, providing pricing and terms available to participating agencies. This procurement method is allowed per the City’s Purchasing Policies and Procedures Manual, Section 3.1.5 Non-Competitive Proposal when a product or service is being purchased was awarded a bid by another agency at the same or better price offered to the City of Fontana.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2026/2027 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost is $200,000 and will be funded from the Fontana Expanded Learning Program Account - 38624101- 8010.
The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $200,000 per year for said services provided to the grant-funded after school program.
