RECOMMENDATION:

Approve Cal OES Form 130, Designation of Applicant’s Agent Resolution for Non-State Agencies, designating the City of Fontana’s authorized agents to provide required assurances and execute agreements for the purpose of obtaining disaster relief and emergency assistance for all open and future disasters for up to three (3) years following the date of approval.

DISCUSSION:
In order to be eligible for potential assistance related to a proclaimed disaster, Cal OES Form 130, Designation of Applicant’s Agent Resolution for Non-State Agencies, is required to be approved before any disbursement of funding. The form may be effective for a specific disaster or for up to three (3) years.
Staff recommends the approval of the Cal OES Form 130 for a three-year term.
This action ensures the City remains prepared to receive disaster assistance funding without delay. Without this designation, the City may face administrative obstacles that could impact its ability to secure timely financial support for response and recovery efforts.
The attached Cal OES Form 130 designates City of Fontana staff to act as the City’s authorized agents to provide required assurances and execute agreements necessary to obtain disaster assistance funding from the Federal Emergency Management Agency (FEMA) and the California Governor’s Office of Emergency Services (Cal OES).
FISCAL IMPACT:
There is no direct fiscal impact associated with the adoption of Cal OES Form 130. However, approval enables the City to seek disaster assistance through the State.
