RECOMMENDATION:

Recommendation

Award bid (PW-24-244-SP) and authorize the vehicle purchases, service, and OEM parts for two (2) years with three (3) optional annual renewals to the following bidders:

 

a.                     Bakersfield Dodge

b.                     Claremont Toyota

c.                     Crown Toyota

d.                     Fontana CDJR Dodge

e.                     Guaranty Chevrolet Motors Inc.

f.                     Victorville Chevrolet

DISCUSSION:

The Public Works/Engineering Department, Support Services Division is responsible for the purchase and maintenance of the city fleet, including the police department. The current fleet inventory is approximately 510 vehicles and equipment with vehicles encompassing sedans, pickup trucks, sport utility vehicles (SUV), electric, and police patrol units. The city approximately purchases 40 to 60 vehicles annually.

 

In accordance with the City’s purchasing policies, staff solicited proposals for the purchase of new and used vehicles, service, and OEM parts.  Bidders were required to provide pricing based on the dealer’s markup over the invoice for all types of vehicles.  One hundred fifty-four (154) vendors were notified of the bid. Bid packets were downloaded/received by twenty-six (26) vendors and we received six (6) responses. Nineteen (19) Fontana vendors were notified, and One (1) Fontana vendor was received.

 

Currently, the city has Sunrise Ford under contract for Ford vehicles and police interceptor vehicles.  Staff recommends expanding the types of vehicle manufacturers and award the bid to all six (6) bidders for vehicle purchases, service, and OEM parts be awarded to the bidders listed above.  By awarding to multiple bidders will provide the city with a better purchasing power and time savings of staff resources for obtaining vehicles.  The bidders  would also provide low mileage inventoried used vehicles, regardless of make for special operation assignments.

 

FISCAL IMPACT:

The fiscal impact associated with the approval of this item shall not exceed the annual amount approved in the Fleet Operations (Fund 751). Vehicles, service, and parts are all purchased throughout the fiscal year on an as-needed basis.
