RECOMMENDATION:
Recommendation
1. Accept grant funding from the U.S. Department of Housing and Urban Development in the amount of $1,500,000 for the Healthy Homes Production Grant Program.
2. Authorize the City Manager, or City Manager’s designee, to execute and transmit any documents necessary or desirable to ensure the City’s timely submittal and execution of the Healthy Homes Production Grant Program (HHP).

COUNCIL GOALS:
• Concentrate on Inter-governmental relations by pursuing financial participation from county, state and federal governments.
DISCUSSION:
The U.S. Department of Housing and Urban Development (HUD) awarded the City of Fontana $1.5 million in program assistance through the Healthy Homes Production Grant Program (HHP).
The HHP Grant program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion in eligible privately-owned rental or owner-occupied housing units. This program targets those units occupied by the most vulnerable residents: families with children, older adults sixty-two (62) years and older, or families with persons with disabilities.
The City would utilize the four-year grant program funds as follow:
• Qualified housing units must be located within the City of Fontana.
• Targeted homes will be those units where families with children, older adults sixty-two (62) years and older, or families with persons with disabilities reside.
• Outreach and education that helps promote program participation and further the goal of protecting children and other vulnerable populations from housing-related health hazards.
• Renter and owner-occupied units must have a combined household income of not more than 80% of median income (“lower” income), adjusted for family size.
• Household health hazard identification, remediation and/or repair.
• Assistance will be provided in the form of a grant to eligible units.
• Program administration.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $1.5 million and it’s included in the FY24-25 budget in the Healthy Homes Production Program, Project # 30200027 in Fund 301.
