RECOMMENDATION:
Recommendation
1. Award bid and authorize the City Manager to enter into a construction contract with CT&T Concrete Paving Inc. for the Etiwanda Avenue at Slover Avenue/Airport Drive Intersection Improvement Project in the amount of $11,000,774.00 and authorize a 10% contingency in the amount of $1,100,077.40 (DE-26-220-SB).
2. Approve and authorize the City Manager to enter into any and all utility agreements, utility easements, and subsequent agreements on behalf of the City of Fontana for the Etiwanda Avenue at Slover Avenue/Airport Drive Intersection Improvement Project (DE-26-220-SB).

DISCUSSION:
This project is a cooperative effort between the City of Fontana and the City of Ontario. The project will improve overall traffic circulation through the intersection of Etiwanda Avenue at Slover Avenue/Airport Drive. The project scope also includes modification to the at-grade rail crossing improvements at the Union Pacific Rail crossing approximately 600 feet of the intersection on Slover Avenue. The City of Fontana is the lead on the project as outlined in a Cooperative Agreement with the City of Ontario approved by the City Council on December 11, 2018.
On July 23, 2026, at 2:00pm, the bids for this contract were opened. A total of seven (7) bids were received ranging from $11,000,774.00 to $15,247,239.53. CT&T Concrete Paving, Inc. is the lowest bidder in the amount of $11,000,774.00. The Engineer’s estimate was $13,500,000.00. After reviewing the proposed bid documents, Purchasing and Engineering staff have determined CT&T Concrete Paving, Inc. to be the lowest responsive and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $12,100,851.40 for the full term of the construction contract and is included in FY 2026-27 Budget in the Etiwanda/Slover Arterial Project #37603350 in the following project accounts: 37603350-602-B-8330, 37603350-602-C-8330, 37603350-245-D-8330, 37603350-630-D-8330, 37603350-602-B-8331, 37603350-602-C-8331, 37603350-245-D-8331 and 37603350-630-D-8331. City of Ontario will reimburse 27.65% of construction costs, up to a total of $3.3 Million, at project completion with their Measure I Funds. All future costs will be included in subsequent fiscal year budgets.
