RECOMMENDATION:
Recommendation
1. Approve the Non-Competitive Proposal purchase under the Purchasing Policies 3.1.5 for Single Source/Sole Source method.
2. Approve a contract with EBK & Company LLC to provide and deliver the US Engineering League, Mechanical Engineering/Robotics Club for the Fontana Expanded Learning Program at ASES/ELO-P Funded Middle School sites.
3. Authorize the City Manager or designee to sign the agreement, all related documents, and any amendments for the term of the agreement.

DISCUSSION:
The Fontana Unified School District (FUSD) is contracting with the City of Fontana to serve as their Fontana Expanded Program (FELP) Provider. FELP is fully funded through the After School Education and Safety (ASES) Grant and Expanded Learning Opportunities Program (ELO-P).
As part of the grant-required curriculum components, the FELP provides science, technology, engineering, and mathematics opportunities and 21st Century Skill lessons to meet the program requirements as well as align with the district’s efforts to prepare students for education and career exploration.
It is recommended the City contract with EBK & Company LLC to provide the United States Engineering League curriculum for the Fontana Expanded Learning Program at five (5) middle school sites to support the Operating Agreement between the City and FUSD. The program will support and increase engagement in STEM, exposing participants to coding, mechanical engineering, physics, and art.
The United States Engineering League curriculum focuses on teaching students the essential values in STEM, such as media and technology literacy, productivity, social skills, communication, flexibility, and initiative. Additionally, EBK & Company LLC will train FELP staff on the US Engineering League curriculum.
FISCAL IMPACT:
The program is budgeted in the adopted FY 2025/2026 Community Services Department operating budget as designed by the FUSD Operating Agreement. The cost of the contract is $351,000 and will be funded from Budget Unit 38624101 in the account 8130.
The City, per the Operating Agreement with the Fontana Unified School District, will be reimbursed in an amount not to exceed $14,880,864 per year for services provided to the grant based after school program.
