COUNCIL GOALS:
• Improve public safety by increasing operational efficiency, visibility and availability.
• Improve public safety by utilizing other city programs to help reduce crime.
• Operate in a businesslike manner by improving services through the effective use of technology.
DISCUSSION:
The City of Fontana began using a web-based license plate reader (LPR) system subscription and hardware in the 2013/2014 fiscal year. The Department continues to seek products and services that provide accurate information and efficiency, while keeping costs down. Flock Group, Inc. can meet the department needs for the LPR system while eliminating the need for department or city staff to assist with installation of cameras.
These new cameras can be mounted and installed by the vendor. Another positive aspect to consider is the mobility of placement for the cameras. Flock Group, Inc. will send technicians to make any adjustments, relocate or remove cameras as requested by the department. It is not the intent to continually move the cameras, but is an option if crime occurs in a location not around the current LPR systems.
Information from the Flock Group, Inc. camera subscription will assist with stolen vehicles, lost or stolen license plates, and vehicles used in other crimes. The subscription also includes a continued use of LEARN, Client Portal analytic and management tools. The department will request quarterly budget adjustments and/or annual operating budget adjustments as funding for future Flock Group, Inc. cameras becomes available.
FISCAL IMPACT:
Funding is requested from Asset Seizure Fund (223) for the purchase, warranty, and service agreement for fifteen (15) Flock Safety Falcon Automated Cameras and related equipment in the amount of $50,750.00. Annual recurring costs in the amount of $45,000.00 will be requested with quarterly budget adjustments and/or annual operating budget adjustments from General Fund (101).
MOTION:
Approve staff recommendation.
