RECOMMENDATION:
Recommendation
1. Award bid (SB-148-PW-23) and authorize the City Manager to enter into a contract with SCW Contracting Corporation for the Tamarind and Industry Pump Station Improvement Project in the amount of $4,609,361.00 and authorize a 10% contingency in the amount of $460,936.10.
2. Authorize an increase in expenditures of $460,936.10 in the Sewer Fund 703 to be included in the Mid-Year Budget Status Report.

COUNCIL GOALS:
• Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.
DISCUSSION:
The Public Works Department is charged with operations and maintenance of over 465 miles of Sanitary Sewer Collection System. As part of the City’s sewer system, we maintain seven (7) sewer lift stations throughout the City. Tamarind and Industry Lift Stations have been in operation operating with the original equipment since 1986. These two stations are last of the seven (7) stations to be upgraded to our new pump system and will also be integrated with our newly operational SCADA monitoring system.
Sealed Bids were opened electronically at 2:00 P.M. on September 13, 2023. Eight hundred fifty-two (852) bidders were notified of the bid. Bid packets were downloaded/received by thirteen (13) vendors and we received two (2) bid responses. Thirty-three (33) Fontana vendors were notified. No Fontana vendor responses were received. A total of two (2) bids were received ranging from $4,609,361.00 to $4,684,200.00. SCW Contracting Corporation is the lowest, most responsive, and responsible bidder in the amount of $4,609,361.00. The engineer’s estimate was $4,500,000 which included contingency. After evaluating the vendor responses, the Purchasing Office is recommending SCW Contracting Corporation to be the lowest, most responsive, and responsible bidder.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is $5,070,297.10. Funds in the amount of $4,659,721.66 are currently available in the FY 2023-2024 budget in 37104335-703-A and 37104334-703-A. An additional $460,936.10 from Fund 703 is being requested. The request will be submitted with the next quarterly budget report and will be funded by Sewer Replacement Fund No. 703. All future costs will be included in subsequent fiscal year budgets.
