ANALYSIS:

Background

•                     Master Case No. 20-000073, inclusive of Tentative Tract Map No. 20-00006 (TTM No. 20358), Conditional Use Permit No. 22-000013, General Plan Amendment No. 20-015, and Design Review No 20-000028 for 53 single family residential homes in a planned unit development, was previously approved by the City Council on April 23, 2024.

Design Review No. 20-000073-R1

The applicant, Lennar Homes, is requesting that the Planning Commission review and approve an amendment to a previously approved design review for a residential development consisting of 53 single-family homes on approximately 8.8 acres. The amendment modifies the floor plan and architectural elevations of each of the 53 single-family homes.

The previously approved floor plans featured two stories and three to five bedrooms, ranging between 1,903 and 2,368 square feet and the previously approved architectural styles were Spanish, Ranch, and Craftsman. All proposed floor plans feature two stories and four bedrooms. Floor plans now range from 2,271 square feet to 2,662 square feet in size and the architectural styles being utilized are Prairie, Craftsman, and Farmhouse.

The Prairie style features an exterior light creme color scheme with brown and green accents, a composite shingle hipped roof, gridded windows, decorative wood trim, brick veneer, decorative window trim, shutters and decorative rafter tails. The Craftsman style features an exterior brown color scheme with dark brown and green accents, a composite shingle gable roof, shutters, and double-hung windows. The Farmhouse style features an exterior white color scheme with gray and red accents, a composite shingle hipped roof, double-hung windows, decorative wood trim, stone veneer, decorative window trim, shutters, and decorative rafter tails. All styles will feature decorative exterior lighting suitable for the architectural style, metal roll up garage doors and entry patio. In addition to the architectural style features, the variation to the building faces and varying rooflines will make the project architecturally pleasing.

The applicant is not proposing any changes to the approved Conditional Use Permit No. 22-000013 nor Tentative Tract Map No. 20-000006 (TTM No. 20358).

Amenities/Open Space

There are no proposed changes to the originally approved amenities. The project features two amenity areas in the central portion of the site. The first amenity area features a tot-lot with rubber ground surfacing, turfed play area, overhead shade structures with picnic tables and barbeque grills. An additional amenity area features an additional turfed play area with outdoor seating. Both amenity areas will be landscaped, with a variety of trees, shrubs, perennials, and ground cover.

Grading and Walls

There are no proposed changes to originally approved walls. The project site is vacant, undeveloped and relatively flat. The drainage pattern flows from north to south. There will be a three-foot wide drainage channel along the southern property line to eliminate any drainage impacts to existing single-family homes to the south.

A proposed six-foot high tan precision block wall will surround the development along the perimeter of the project site and will be used for the side and rear property lines for the individual lots. Vinyl fencing will be used in limited locations along the southern boundary of the project to restrict access to the drainage channels on site.

Site Access/Circulation/Parking

There are no proposed changes to the approved site access, circulation or parking. The project site is physically suitable in size and shape to support the development. The applicable zoning code standards, building codes, and fire codes, will be met and will make for a safe, attractive, and well-designed residential project. The project design incorporates internal safety measures such as sidewalks and lighting to facilitate pedestrians circulating throughout the community.

Environmental:

Based on the California Environmental Quality Act (CEQA), Sections 15162 through 15164, staff has determined that the previously adopted Mitigated Negative Declaration has adequately identified that there will be no impacts associated with the project.  There have been no substantial changes proposed which would require major revisions, no changes have occurred with respect to the circumstances under which the project is undertaken, and there is no new information of substantial importance nor have any previously reviewed impact areas substantially changed.
