RECOMMENDATION:
Based on the information contained in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution No. 2025- , and
1. Adopt the Initial Study/Mitigated Negative Declaration and Mitigation Monitoring Program (MMRP), and direct staff to file a Notice of Determination; and;
2. Approve Conditional Use Permit (CUP) No. 24-0018, and
3. Approve Design Review (DR) No.23-0016

ANALYSIS:
The applicant, Conco Companies, is requesting that the Planning Commission approve Conditional Use Permit No.24-0018 to allow two outdoor storage areas for an existing industrial building that operates a concrete forming equipment business, and Design Review No. 23-0016, a request for site and architectural approval for the development of a new industrial commerce center totaling approximately 104,595 square feet to be located in a vacant area fronting Santa Ana Avenue on the site and overall site improvements. The new building will function independently from the existing industrial commerce center. The two outdoor storage areas will be associated with Conco Companies to store concrete forming equipment and administrative offices. As a result, the development will provide for a second operation on the existing parcel of approximately 7.8 acres.
Conditional Use Permit (CUP) No. 24-0018
The Applicant is seeking approval to allow two (2) outdoor storage areas totaling approximately 30,767 square feet to be used for an existing industrial building; one area will be located to the north of the existing industrial commerce center building, and will be located to the south of the existing building. The Fontana Gateway Specific Plan allows for outdoor storage with an approved conditional use permit. This type of use is beneficial for the community as it offers a place for industrial storage within an enclosed secured location screened from the public view.
Conco Companies is proposing to store concrete forming equipment used on construction sites in the outdoor storage areas. One of the outdoor storage areas is proposed along Dahlia Street, is approximately 9,359 square feet, and will be enclosed and screened from the right-of-way with a twelve-foot-high screen build wall. The second outdoor storage area, proposed to be 21,408 square feet area located behind the existing building, will screened from view of the public right of way by the existing Conco warehouse building. The area behind the existing building will be enclosed with a chain-link fence and redwood slats as permitted by the Fontana Gateway Specific Plan.
Design Review (DRP) No. 23-0016
The development consists of a new industrial commerce center building with totaling approximately 104,595 square feet inclusive of 6,600 square feet of office space and 12 dock bays, along with site improvements on the 7.8-acre site. No changes are being proposed to the existing 28,000 square foot industrial building that fronts Dahlia Street on the same site excepting the addition of two outdoor storage areas, which will be screened as noted previously.
The architectural features of the new industrial commerce facility will feature an exterior light neutral gray tone color palette with green accents. The architectural style includes metal canopies and doors, glazed windows, aluminum storefront windows, and exterior lighting. The variations to the building’s faces, varying roof lines and building’s height ranging from 39 feet to 44 feet high, will make the project architecturally pleasing and be consistent with the surrounding area.
As previously described there will be two separate business on the same property. However, there will be no vehicular or pedestrian access between the new industrial commerce facility and existing Conco Companies building. The two areas will be separated by a six-foot-high block wall.
The Project includes associated on and off-site improvements including parking spaces, sidewalks, walls, screened fencing, undergrounded utilities, curb and gutter, new landscaping, enhanced paving, and lighting.
The proposal has been designed to be compatible with surrounding industrial uses. The project site is physically suitable in size and shape to support the development of the industrial complex. Applicable building codes, zoning codes and fire codes and standards will be met and make for a safe, attractive, and well-designed project. The project design incorporates safety measures for automobiles and pedestrians in the area.
Grading/Walls:
The topography of the Project Site is relatively flat. The existing drainage pattern flows form the north to the south with a maximum slope of .5 percent, with the drainage pattern directing the water to the south into a detention catch basin installed as part of the project.
The project plans indicate existing chain-link along the eastern portion of the site to be replaced with an eight (8) high tube steel fencing. The western portion of the site has a screen wall screening the dock area of the existing industrial commerce center to the west and tubular steel fencing in the remaining areas. A twelve (12) foot-high concrete screen wall will be constructed along the new outdoor storage area in front of the existing building along Dahlia Street. A six-foot-high tubular steel fence is proposed to separate the existing Conco Companies site and the new industrial commerce center building.
Site Access/Circulation/Parking:
Vehicle and truck access to the Project Site will be provided by a driveway along Santa Ana Avenue. There is an existing driveway off Dahlia Street used for the existing warehouse building. Thus, each building will be served by their dedicated separate driveways. The internal circulation has been reviewed by the Planning, Building and Safety, Fire, Traffic, and Engineering Departments and found to be sufficient to support this type of use.
Environmental:
An Initial Study (IS), Mitigated Negative Declaration, and Mitigation Monitoring and Reporting Program (<https://www.fontanaca.gov/2137/Environmental-Documents>) has been prepared for this project pursuant to the California Environmental Quality Act (CEQA) and the 2019 Local Guidelines for Implementing CEQA. The IS concluded that no impacts would be caused by the project, therefore, a Mitigated Negative Declaration, and Mitigation Monitoring and Reporting Program and a Notice of Determination have been prepared for the Planning Commission’s consideration.
