RECOMMENDATION:

Based on the information in the staff report and subject to the attached Findings and Conditions of Approval, staff recommends that the Planning Commission adopt Resolution PC No. 2023_____; and,

 

1.                     Adopt the Addendum and Mitigation, Monitoring, and Reporting Program, (MMRP) to the SWIP PEIR (SCH. No. 2009091089) and direct staff to file a Notice of Determination; and,

 

2.                     Approve Design Review No. 22-032

ANALYSIS:

The Applicant is requesting that the Planning Commission review and approve a warehouse building totaling approximately 96,002 square feet including 3,750 square feet of office space and 3,750 square feet of mezzanine area within the building footprint. In addition to the construction of the building and associated site improvements, the applicant is widening the existing sidewalk, installing new streetlights and undergrounding the existing overhead equipment along Valley Boulevard.

 

Design Review No. 22-032:

As previously mentioned, the proposed building is approximately 96,002 square feet. The warehouse building has been designed for one (1) potential tenant with office space totaling approximately 3,750 square feet within the building footprint. The warehouse includes 12 dock doors, 4 trailer stalls, and 40 vehicle parking spaces. The office space is on the northeast corner of the proposed building. The use of glazing and variety of color on the elevations will add structural and visual interest to the building. In addition, variation to the building face and roof lines will be architecturally pleasing to the surrounding area.

 

Site Access/Circulation/Parking:

The site can be accessed by two proposed driveways along Valley Boulevard. The westerly driveway is conditioned to be an entrance only driveway, while the easterly driveway is both an entrance/exit driveway. The driveways will serve both truck and vehicles. The unloading/loading dock area for the trucks is proposed on the eastern portion of the project site. The unloading/loading area will be screened from Valley Boulevard using an 8-foot screen wall.

 

Grading/Walls:

The project site is graded to direct water flows from the northern property line to the southern boundary of the property. The project site is surrounded by existing industrial and truck related uses. All existing chain link fences along the south and a portion of the west will be removed and replaced with an 8-foot-high tubular steel fence. The existing wrought iron fences along the east and a portion of the west will remain. An 8-foot-high concrete tilt up wall will be installed along the east to screen the truck court from Valley Boulevard and the adjacent easterly property. There are no retaining walls proposed for the project site. 

 

Environmental:

Pursuant to Sections 15162 and 15164 of the California Environmental Quality Act (CEQA) Guidelines and Section 8.06 of the City of Fontana’s 2019 Local Guidelines for Implementing CEQA, and addendum to the Southwest Industrial Park Specific Plan Program Environmental Impact Report (SWIP PEIR) (State Clearinghouse [SCH] No. 2009091089) has been prepared for this proposed project. The aforementioned EIR adopted by the City Council on June 12, 2012, anticipated various types of warehouse uses.

 

The proposed project does not present significant changes to the approved SWIP PEIR relative to CEQA since it does not change the assumptions, analysis, conclusions, or mitigation. The components of the proposed project do not alter the EIR project’s significance conclusions or represent significant new information. Additionally, the proposed project does not require major revisions to the aforementioned EIR, does not lead to new significant environmental effects, or does not lead to substantial increase in the severity of previously identified significant effects. The proposed project does not trigger any of the conditions that warrant preparation of a Subsequent EIR. Therefore, an Addendum to the EIR has been prepared for this proposed project and no further/additional CEQA required is required.
